Stewardship Grants

The Capitol Region Watershed District (CRWD) values and encourages the efforts made by residents to participate in its mission, to protect, manage and improve the water resources of the Capitol Region Watershed District.

Through our Stewardship Grant Program we hope to encourage a strong ethic of water resource stewardship among citizens.

Project Ideas
The Stewardship Grant Program supports projects with a water quality focus, such as: rain gardens; rain barrels; green roofs; pervious pavement; soil erosion control; shoreline restoration; native habitat restoration adjacent to waterways, ponds and lakes; water quality education; sites that model water quality protection practices; water education events or festivals; educational printed material, video or posters; or other efforts that enhance participation of watershed residents in CRWD activities.

Eligibility
The following are eligible to apply for CRWD Stewardship Grants:
Residents of CRWD;
Nonprofit or faith organizations serving CRWD;
Government agencies serving CRWD;
Businesses or corporations located within CRWD; or
Public and private schools located within CRWD.

Evaluation Criteria
Please note, CRWD may offer to fund all, or a portion of, the requested amount. Projects must be located within Capitol Region Watershed District. Projects completed or in progress prior to application are not eligible. Funding is on a reimbursement basis for documented costs only.

The following criteria will be considered in evaluating grant applications:
Will the project improve water quality?
Will the project reduce stormwater runoff?
Are project results measurable?
Does the proposal include a reasonable budget, work plan and timeline?
Is the site highly visible, or does it have a potentially high educational value?
Does the project have an educational component? If so, is the audience clearly identified and a specific outreach method described?
Are local citizens involved in planning and implementing the project?
Does the project involve partners with other organizations or groups?
Does the proposal address long-term project maintenance?
Does the project provide water quality treatment for a large parcel of land?

Grant Awards
It is the primary intent of the program to reimburse material expenses for projects with labor being used as an in-kind match by the grant recipient. Examples of reimbursable items include plant materials, other construction materials such as mulch and soil amendments, project signage, transportation for educational outings, books, intern stipends, and other items as agreed upon by CRWD. For large water quality improvement projects and education and outreach projects, labor may be reimbursed.

Reimbursement grants up to $2,000 for single-family residential projects with funds dedicated to the material costs of the project.  The maximum award for businesses, schools, community groups and non-profits is $10,000.  Planning, design and construction costs will be considered for funding.

Application Submittal and Approval
Applicants are required to submit a grant application that includes an application form, sketch plan (if necessary) and budget worksheet. The grant application will be reviewed by CRWD staff who make a funding recommendation to CRWD's Administrator or Board of Managers for their review and approval. No work may begin until a grant application has been approved by the Administrator or Board of Managers and a cooperative agreement has been signed by CRWD and the grant recipient. The Administrator or Board may choose to fund all or part of a project.

Grant applications are accepted on a rolling basis, however, funding is limited so apply early. Average application review and approval period is 3 to 4 weeks.

Grant Project Reporting and Reimbursement Requirements
Once a grant recipient has completed their water quality improvement project and is seeking reimbursement, the recipient must complete and submit the following items:
Stewardship Grant Final Report Form
Photos of the project before, during and after implementation (digital or hard copies)
Original receipts of project items seeking reimbursement for (photocopies are not accepted)

The final report form and photos can be emailed to Anna Eleria or mailed or dropped off at CRWD's office.  The receipts must be mailed or dropped off at CRWD's office.
