Trout Brook Storm Sewer Interceptor Repair Project
Maryland Avenue and I-35E in Saint Paul

Trout Brook Storm Sewer Interceptor (TBI), a former combined sanitary and storm sewer, was previously owned by the Metropolitan Council (MetCouncil). When MetCouncil no longer deemed Trout Brook ownership necessary for its operations, they transferred ownership and operation of TBI to the Capitol Region Watershed District (CRWD). As part of the TBI transfer agreement, CRWD was required to repair two sections of pipe that are in poor condition. The two pipe sections in poor condition are 200-feet of TBI near Willow Reserve; and 3,800-feet of TBI near Maryland Avenue and I-35E. CRWD completed replacement of the 200-foot section of TBI near Willow Reserve in Spring 2007
This past winter (2008-2009), CRWD rehabilitated a 3,800-foot section of TBI that is located in the vicinity of Maryland Avenue, L'Orient Street, and I-35E. This section was in poor condition due to severe cracking and settlement beneath the streets. A 200-foot settled or "sag" area of the storm sewer pipe beneath L'Orient Street required a full replacement.
Identified as Sag 1, the replacement section began 75 feet west of the L'Orient Street Bridge and extended 50 feet east of the bridge. Replacing the pipe required open-cut excavation to demolish and remove the existing 11 1/2-foot by 10 1/2-foot horseshoe pipe and insert a new 12-foot by 9-foot box culvert. In addition, foundation supports comprised of push piers and grade beams were provided for the new pipe.
Sag 2 was a 240-foot length of pipe located underneath Maryland Avenue. It was stabilized with foundation supports to prevent further settlement of this section. Other repairs included in-pipe maintenance work on the cracks and voids in the remaining 3,600 feet of TBI and several improvements to storm sewer access points. Barr Engineering Company has designed the repairs for this project. Minger Construction, Inc. was hired as the construction contractor for the project.
CRWD completed major construction activities in late February 2009. Restoration work will be completed no later than the end of summer 2009. Upon completion of the project, the entire 6.5 miles of TBI will be in good condition and owned by CRWD.
