Mark Doneux, Administrator
Mark became the first employee of CRWD in 2003. As Administrator, Mark implements CRWD policies and programs on behalf of the CRWD Board of Managers. He oversees all CRWD operations, including staff, and also manages the CRWD annual budget and work plan. Mark received a B. S. in Reclamation from the University of Wisconsin-Platteville.

Melissa Baker, Water Resource Technician
Melissa joined CRWD in July 2007. She is responsible for maintenance of CRWD stormwater BMPs; assists with water quality monitoring collection, analysis and reporting; and coordinates CRWD's GIS program. Melissa received a B.S. with majors in Conservation and Land Use Planning; and a minor in GIS and Cartography from the University of Wisconsin-River Falls.

Anna Eleria, Water Resource Specialist
Anna joined the Capitol Region Watershed District in 2008. She holds a B.S. in Natural Resources and Environmental Studies from the University of Minnesota; and an M.S. in Water Resources Engineering from Tufts University. She manages the Trout Brook Storm Sewer Interceptor System, assists with CRWD Stormwater Monitoring program, coordinates Lake Management Planning, and administers the Stewardship Grants Program.

Bob Fossum, Water Resource Project Manager
Bob joined CRWD in 2004. Bob received a B. S. in Geography and Environmental Studies at Gustavus Adolphus College; and received M.S. in Water Resource Management and Geography at the University of Wisconsin. Bob manages lake and subwatershed studies and projects and currently is managing the development of the Watershed Management Plan, which will guide CRWD’s work through 2020.

Forrest Kelley, Permit Coordinator
Forrest joined CRWD in 2007 and manages CRWD's Permitting Program. He reviews permit applications, site plans, and makes approval recommendations to the Board of Managers. Forrest received a B. S. in Biosystems Engineering from the University of Minnesota.

Matt Loyas, Water Resource Technician
Since spring 2008, Matt has provided assistance to the BMP Maintenance and Stormwater Monitoring programs. Matt has a B.S. in Natural Resources from the University of Wisconsin and is currently pursuing a Masters degree in Sustainable Community Development at the University of Wisconsin-River Falls.

Dawn Nelson, Office Manager
Dawn has been with the Capitol Region Watershed District since 2004. She manages the daily operation of the CRWD office, manages CRWD’s website, CRWD accounts payable/receivable and the Abandoned Well Sealing Grant Program.

Elizabeth Beckman, Education & Outreach Coordinator
Elizabeth joined CRWD in 2007 and is responsible for K-12 education efforts and public involvement activities. She also assists with coordination of CRWD's print media and communications. She holds a B.S. in Education from the University of Illinois; and an M.A. in Theological Studies from Bethel Seminary.
