SECTION 001113 – ADVERTISEMENT FOR BIDS
NOTICE IS HEREBY GIVEN that sealed bids will be received by Capitol Region Watershed District (CRWD), on-line through Quest VirtuBid (vBid), Saint Paul, MN 55104, until 1:00 p.m., Central time on April 2, 2021 at which time they will be publicly opened online and read aloud for the furnishing of all labor and materials and all else necessary for the following:

Project work includes construction of curb-cut rain gardens in the right-of-way throughout the Como Lake Subwatershed within City of St Paul and the Lake McCarrons subwatershed in the City of Roseville. Specific work is as follows:
- Mobilize labor, equipment, materials, and temporary facilities, including survey and other temporary controls.
- Install safety measures, establish limits of staging, and protect all existing utilities and structures.
- Construction of curb-cut rain gardens including excavation, soil amendments, concrete cutting, forebay installation, mulching and planting.
- Furnish, install, maintain, and remove all appropriate signage (if used) in a timely manner.
- Restore all areas adjacent to construction activities, either directly or indirectly disturbed by the Work, to the pre-existing condition.
- Demobilize from the site after work is complete.
The contract documents are available at www.questcdn.com. This contract is QuestCDN project number 7637026. To be considered a plan holder for bids, a contractor must register with QuestCDN.com and purchase the contract documents in digital form at a minimum cost of thirty dollars ($30.00). Registering as a plan holder is recommended for all prime contractors (potential bidders) and subcontractors as plan holders will receive automatic notice of addenda and other contract document updates via QuestCDN. Contact QuestCDN Customer Support at 952-233-1632 or info@questcdn.com for assistance in membership registration, downloading digital project information and vBid online bid submittal questions. A digital copy of the plans may also be requested from CRWD at no charge, though this will not register a contractor as a plan holder for project updates nor will it give them access to on-line bidding as required for this bid.
For this project, bids will ONLY be received and accepted via the online electronic bid service through QuestCDN.com. To access the electronic bid form, download the project documents and click on the online bid button at the top of the bid advertisement page. Prospective bidders must be on the plan holder list through QuestCDN for bids to be accepted.
No bids will be considered unless submitted through www.QuestCDN.com and accompanied by a bidder’s security naming Capitol Region Watershed District (hereinafter referred to as the “Owner”) as obligee, a surety bond from a surety company authorized to do business in the State of Minnesota equal to at least five percent (5%) of the total amount of the bid, which shall be forfeited to the Owner in the event that the bidder fails to enter into a contract.
The Owner reserves the right to retain the deposits of the three lowest bidders for a period not to exceed ninety (90) days after the date and time set for the opening of bids. Deposits of the higher bidders will be returned within sixty (60) days of bid opening. No bids will be withdrawn for a period of sixty (60) days after the date and time set for the opening bids. Payment for the work will be by check.
The Owner may make investigation as they deem necessary to determine the ability of the Bidder to perform the work. The Bidder shall furnish the Owner all such information and data for this purpose as the Owner may request. A Responsible Bidder Evaluation form is included in the accompanying documents that may be used as part of such investigations.
The Owner reserves the right to reject any and all bids, to waive irregularities and informalities therein and further reserves the right to award the contract(s) to the best interests of the Owner.
The potential bidders’ attention is directed to the Instructions to Bidders Section 00 21 13 Article 20 and Section 00 25 13 Pre-Bid Meeting with regard to the recommended virtual pre-bid meeting scheduled for 10:00 a.m., Central time on March 17, 2021, unless otherwise modified by Addendum.
